Out of Hong Kong on a Friday night, Tirana by Saturday afternoon via Istanbul — Turkish, fifteen hours total. Six nights ahead through Albania — one in Tirana for the capital that emerged from 45 years of communist isolation in 1991, two in Berat "the city of a thousand windows" UNESCO, one in Gjirokastër "the city of stone" UNESCO, two final nights on the Albanian Riviera at Ksamil for the Greek-island-looking turquoise water. June is the cusp — daytime 26 °C, sea 22 °C, the Communist-era concrete bunkers in the countryside (some 173,000 of them) are finally Italian-tourist-discovered, and Albania''s mountain villages have not yet been over-discovered.

Chapter 01 · the story

Enver Hoxha built 173,000 concrete bunkers — one for every eleven Albanians — and then died, and then the country forgot them, and now Tirana paints its facades in orange and cyan and lime over the same blocks the bunkers were meant to defend.

The cab from Mother Teresa Airport runs the new boulevard into Skanderbeg Square, and the first thing the city does is colour. Edi Rama, an artist who became mayor in 2000 and is now prime minister, painted the Communist-era apartment blocks in primary panels — a yellow building, a red one, a building striped like a Mondrian. The grey was the point, and so the colour is the point back. The bronze Skanderbeg on his horse at the centre of the square has been there since 1968 and watches the new paint job without comment.

Bunk’Art 1 is a forty-five-minute walk from the centre, on the edge of Mount Dajti, and it is Hoxha’s actual bunker — 106 rooms hollowed into the mountain in 1978 against an American or Soviet or Yugoslav nuclear strike that never came. The tunnels are cold in any season. The cabinet rooms still have his desk, his secretary’s typewriter, the air-filtration system that was supposed to keep one man alive while a country died on the surface. Bunk’Art 2 is in the city centre under the Ministry of Interior, smaller, and is about the Sigurimi — the secret police who ran a file on one in three citizens.

Dinner in Blloku, the neighbourhood that until 1991 was the walled compound where the Party elite lived and ordinary Albanians could not enter. Now it is espresso bars, cocktail lists in English, and the lek-to-euro exchange that hovers around 100 to 1 so the menu maths is mental arithmetic. The café next to Komiteti has a wall of Hoxha-era propaganda posters as decor. Nobody is being ironic; it is just the furniture the country had to hand.

What stays after Tirana is the bunkers — 173,000 of them, mostly still out there in the countryside, mushroom-domed concrete the colour of weather, too expensive to remove. The Riviera ones get painted by teenagers. Some have been turned into cafés, some into goat sheds, some into nothing. The city has done the same trick on itself: kept the structure, changed the paint.

They call it the city of a thousand windows because the white Ottoman houses are stacked up the Mangalem hillside in a single south-facing tier and every one of them has the same three tall shuttered openings, so the whole slope reads like a grid pulled out of a Mondrian.

The drive from Tirana down the SH4 takes two hours through tobacco fields and the brown Osumi river running shallow at June flow, and then Berat shows up around a bend already complete — Mangalem on the south bank, Gorica on the north, the castle on the ridge above. The houses are seventeenth-century, eighteenth-century, low stone ground floors and whitewashed upper storeys cantilevered out over the slope, the windows wide and shuttered in dark wood. The Ottoman city had a tax rule: you paid by the size of the ground floor, so the people who could afford it built the upper floors larger than the lower. The cantilevers are the receipts.

The castle on the hill is still lived in. Thirty-odd families have houses inside the Byzantine walls, and the cobbled lanes between them run past chicken coops and laundry lines and the Onufri Museum inside the Cathedral of the Dormition. Onufri was a sixteenth- century Orthodox iconographer who mixed a red so deep that restorers still cannot replicate it; the pigment is named for him. The icons are behind glass now but the cathedral is otherwise as it was — wooden iconostasis, low arched ceiling, the smell of beeswax and old stone.

Across the Osumi by the 1780 Ottoman stone bridge is Gorica, the Christian quarter, the mirror image of Mangalem in the same white limewash. The bridge is seven arches and just wide enough for two people. The café on the Mangalem side does Turkish coffee in a copper cezve and a small plate of lokum, and the view across is the postcard everyone has already seen — except in person the windows are not all aligned, the slope is steeper than photos suggest, and the call to prayer from the King’s Mosque at the foot of the hill carries clean across the water.

What Berat is doing is showing a city where the Ottoman five centuries left a built form so coherent it became UNESCO without anybody having to restore it. The thousand windows were just how people lived.

Chapter 03 · the story

Two men were born in the same stone city: Enver Hoxha, who sealed Albania off from the world for forty-five years, and Ismail Kadare, who wrote the novels that smuggled the country back out. The slate roofs cover both their houses and the bunker the dictator built beneath the castle.

The road from Berat climbs through three passes and drops into a valley where Gjirokastër sits on a hillside in dressed grey stone — the houses, the lanes, the slate-tile roofs all from the same local schist, so the city looks from across the Drino valley like one continuous rockfall organised into walls. Ismail Kadare grew up in one of those houses on Bashkim Kosova street and wrote about it in Chronicle in Stone: the cisterns, the cellars, the shifting Italian-then-German-then-partisan occupations of his childhood. The house is now a museum. The neighbours’ houses across the lane are not, and look exactly the same.

The castle is the largest in the Balkans — 180 metres along the ridge, twelfth-century walls expanded by Ali Pasha in 1812 and again by the regime in the 1970s. Hoxha put a Cold War tunnel into the rock beneath it: 800 metres of corridors, a war room, sleeping quarters for the politburo, ventilation built against a strike that, like the bunkers, never came. The Ethnographic Museum is in Hoxha’s actual birthplace house in the Palorto quarter — the only dictator-birthplace turned ethnography museum in the world, which is a peculiar curatorial decision the country has chosen not to revisit.

The bazaar at the foot of the castle is cobbled in the same stone. The grills along it do qoftë — small minced-lamb patties spiced with mint and onion, served with raw onion rings and warm bread — and qifqi, the Gjirokastër rice balls fried with mint and egg. The raki is plum or grape and comes in a small unmarked glass. The old men playing dominoes at the next table grew up under Hoxha; the waiter taking the order grew up reading Kadare in a free country. They are eating the same lunch.

What Gjirokastër holds is the stratification — Ottoman bazaar, communist tunnel, Kadare’s cellar, all in the same grey schist, all still in use, none of it pretending the others did not happen.

Chapter 04 · the story

Corfu is five kilometres across the strait and looks close enough to swim. The Albanian Riviera does not know yet that it is supposed to be expensive — the espresso is fifty lek, the sunbed is five euros, and the water at Ksamil is the same Ionian that costs ten times that on the other shore.

The drop from the Llogara pass at 1,025 metres to the Ionian coast happens in twelve kilometres of switchbacks and the view the whole way is the postcard the country has been keeping quiet — pine-forested headlands sliding into clean blue water, the road clinging to a cliff that drops 600 metres into the sea. Himarë is the first town, then Drymades and Jale with their pebble coves and beach bars made of pallets, and the Greek minority villages where the road signs are bilingual in Albanian and Greek and the church bells run on the Orthodox calendar.

Ksamil is the southernmost stop, four small islands a couple of hundred metres offshore, the water turquoise in a way that looks Photoshopped until you are in it. The locals rent plastic kayaks for ten euros and the swim to the nearest islet is fifteen minutes. The bottom is white sand and sea-grass and the occasional sea urchin. The beach bars do tavë kosi — baked lamb in yogurt and egg, the national dish — for the price of a beer at home. The lek and the euro are both accepted; nobody minds which.

Butrint is thirty minutes south by car, a peninsula in a lagoon where the Greeks built a city in the sixth century BC, the Romans took it in 167 BC, the Byzantines fortified it, the Venetians took it from them in 1386, and the Ottomans took it from the Venetians in 1797. The site has all of them in cross-section — Greek theatre at the bottom of the slope, Roman forum above, Byzantine baptistery with a mosaic floor of birds and fish, Venetian tower on top. The walk through is two hours. The cicadas are loud enough to drown the guides.

The drive back to Tirana the next morning is six hours along the SH4 and the bunkers are everywhere — in the fields, in the verges, on the hilltops, some painted, most not. The country folds them into the landscape the way it folds the Greek and the Roman and the Communist into the same afternoon. The Riviera is what the country has next; the rest of Europe has not quite noticed yet.
